Abstract

Water sport tourism is one of the special interest tourism forms that continues to develop and significantly contributes to the tourism sector. Manokwari Regency, particularly the Amban Beach area in West Papua, holds great potential to be developed as an international-scale water sport destination due to its exceptional waves and natural beauty. However, limitations in infrastructure and supporting facilities remain the main challenges. The design of Amban Water Sport Tourism adopts a Community-Based Tourism (CBT) approach, positioning the local community as the main actors in the management and development of tourism. This approach aims to create a tourism area that not only attracts visitors but also empowers the surrounding community through the provision of accommodations, tour guide training, and preservation of local culture. The methodology used includes literature review, comparative studies of similar tourism areas, and direct site observation to understand the potential and challenges of the site. The design is carried out on three levels (macro, meso, and micro), focusing on area zoning, the need for water sport facilities, and the socio-cultural integration of the local community. The result of this concept is expected to become a model of sustainable tourism that enhances community welfare while preserving the environment and local cultural heritage.
