Abstract
Public services are a basic need for the community, but bureaucratic inefficiency is a frequent public complaint. Therefore, the Indonesian government, through Regulation of the Minister of Administrative and Bureaucratic Reform No. 23 of 2017, initiated the Public Service Mall (MPP) as a solution to provide integrated services. This research aims to design an efficient and environmentally friendly Public Service Mall in Ponorogo Regency using a Green Architecture approach. The design methods included field observations, literature studies, precedent studies, and data analysis, all of which were translated into 2D and 3D designs. The resulting design is characterized by a linear service flow that facilitates user convenience, the division of service counters based on the number of visits, a digital queuing system aimed at improving time and administrative efficiency, and the application of Green Architecture principles that refer to the six assessment points of the Green Building Council Indonesia (GBCI): land use, energy efficiency and conservation, water conservation, material sources and cycles, indoor health and comfort, and building environmental management. This design successfully simplifies bureaucracy and reduces environmental impact, thus offering a Public Service Mall (MPP) model that can be replicated in other cities. However, post-occupancy studies and smart building system integration are needed for further optimization.
