Abstract

The rapid increase in the use of electric bicycles in Surakarta City as a modern transportation alternative has raised various issues, particularly concerning traffic compliance and road safety. Meanwhile, the lack of comprehensive regulations and limited supervision by law enforcement officers have increased the potential for traffic violations and accidents. Research Objectives To examine the duties and responsibilities of law enforcement officers in monitoring electric bicycle riders at the Surakarta City Police; and To identify the legal enforcement efforts that can be undertaken by law enforcement officers to improve supervision and compliance among electric bicycle riders.This study employs an empirical juridical method with a descriptive approach, conducted at the Surakarta City Police. Data were collected through primary and secondary sources, including interviews and literature reviews, and analyzed using qualitative descriptive techniques. Law enforcement officers at the Surakarta City Police have carried out monitoring duties toward electric bicycle riders through education, socialization, and both preventive and repressive actions; however, these efforts are hindered by legal gaps and the public’s low awareness of traffic regulations. Legal enforcement related to electric bicycle riders in Surakarta has not been optimal due to weaknesses in the legal structure, substance, and culture, including the absence of regional regulations, lack of supporting infrastructure, and low levels of public compliance.
