Abstract
This study aims to examine the legal responsibility of minors involved in online gambling crimes, as well as to evaluate prevention efforts made by the government and society. Online gambling as a form of digital crime is growing rapidly along with technological advances, and children are a vulnerable group that is easily influenced due to minimal supervision, weak social control, and their ignorance of the legal consequences. The research method used is normative juridical with a descriptive analytical approach through literature studies and field interviews at the Surakarta Police. The results of the study show that although children can be held criminally responsible, the juvenile criminal justice system in Indonesia prioritizes a restorative justice and diversion approach in accordance with Law No. 11 of 2012 concerning the Juvenile Criminal Justice System. Diversion is the main step to avoid the formal justice process and provide guidance through social institutions. On the other hand, the government through the Ministry of Communication and Information and the Police, as well as the community and parents, have a strategic role in educating, socializing, blocking sites, and supervising children. This study recommends the need to strengthen regulations, increase digital literacy, and multi-sector collaboration in preventing children from being involved in online gambling.
