Abstract
This study aims to determine the impact of the determination of the Batam Authority region on the economy and development in Batam City. The obstacles and challenges faced by the people of Batam City whose regions are given policies by the Central Government as autonomous regions. This type of research is empirical juridical by conducting research that examines legal events and policies regarding the Batam Authority region using an approach that combines legal analysis with the collection of original data from empirical sources obtained in the field. This empirical judicial method is carried out by searching for accurate factual data that is relevant to the problems of the topic being discussed. Batam City is located in the administrative area of the Riau Islands which has strategic potential as a trade area, industrial area and tourism area supported by its geographical location which is close to international shipping routes and also close to neighboring countries. The dualism that occurs causes overlapping authority in terms of land management, assets, and development planning which has an impact on slowing economic growth in Batam City, decreasing competitiveness and investment in Batam City. Batam City itself is expected to be able to increase economic competitiveness, quality of public services and efficiency in solving problems in its region. Regarding development in Batam City, the Rempang Eco City National Strategic Project is currently being carried out on Rempang Island, Batam City, where Rempang Island itself has strategic potential both in terms of tourism and to be used as industrial land, where the construction of the project causes conflict from various groups, especially from the Malay indigenous community. The Rempang community who are willing to be moved to a new residential location are strictly prohibited from returning to their village land. The community is prohibited from carrying out any activities on their old land and at the same time the community is strongly rejected by the community who still survive so as not to enter the village and be labeled as traitors.
