Abstract

This study analyzes the legal validity of the declaration letter for corneal transplantation at the Indonesian Eye Bank and the legal protection for potential donors in accordance with Law Number 17 of 2023 on Health. The research employs a normative juridical method with a descriptive approach. The findings indicate that the declaration letter for corneal donation serves as a binding legal instrument that reflects the last will of the donor, similar to a will. The donation process must comply with legal requirements, including family consent and the time frame for corneal retrieval. Legal protection for potential donors is regulated by law, emphasizing the importance of informed consent and strict medical procedures. This study concludes that the existing regulations provide a clear legal foundation to protect the rights of potential donors and ensure that the corneal transplantation process is conducted ethically.
