Abstract

Kawasan Gilingan di Kecamatan Banjarsari, Kota Surakarta, mengalami peningkatan mobilitas yang signifikan akibat pembangunan Masjid Raya Syeikh Zayed dan Islamic Center. Lonjakan jumlah pengunjung menyebabkan kemacetan lalu lintas, terutama di ruas Jalan Ahmad Yani dan Jalan S. Parman. Penelitian ini bertujuan untuk menganalisis kinerja lalu lintas kawasan Gilingan, memberikan gambaran efektivitas skenario manajemen dan rekayasa lalu lintas serta memperkirakan seberapa besar penurunan biaya kerugian kemacetan pada kawasan tersebut. Metode yang digunakan dalam penelitian ini adalah pendekatan kuantitatif dengan analisis kinerja lalu lintas berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI, 2023). Validasi data dilakukan melalui uji kesamaan varians dan rata-rata antara data observasi dan simulasi. Tiga skenario rekayasa lalu lintas diuji, yaitu: (1) optimalisasi pengaturan lampu lalu lintas dan pemasangan median jalan, (2) pengelolaan fasilitas parkir dan integrasi dengan angkutan umum, serta (3) penerapan sistem satu arah (Gyratory System). Hasil analisis menunjukkan bahwa skenario 3 memberikan perbaikan paling signifikan terhadap kinerja lalu lintas. V/C ratio menurun dari 0,51 menjadi 0,49, kecepatan rata-rata jaringan meningkat menjadi 36,19 km/jam, dan tundaan persimpangan berkurang dari 23,59 detik/kendaraan menjadi 13,98 detik/kendaraan. Selain itu, biaya kerugian kemacetan berkurang drastis dari Rp 2,947,269,062/tahun menjadi Rp 1,751,290,584/tahun. Dengan demikian, penerapan sistem satu arah (Gyratory System) menjadi rekomendasi terbaik dalam manajemen lalu lintas kawasan Gilingan guna meningkatkan efisiensi pergerakan kendaraan serta mengurangi kemacetan secara signifikan. The Gilingan area in Banjarsari District, Surakarta City, has experienced a significant increase in mobility due to the construction of the Syeikh Zayed Grand Mosque and the Islamic Center. The surge in visitor numbers has caused traffic congestion, particularly on Ahmad Yani Street and S. Parman Street. This study aims to analyze the traffic performance in the Gilingan area, evaluate the effectiveness of traffic management and engineering scenarios, and estimate the potential reduction in congestion cost losses in the area. The research employs a quantitative approach with traffic performance analysis based on the Indonesian Road Capacity Guidelines (PKJI, 2023). Data validation is conducted through variance and mean similarity tests between observed and simulated data. Three traffic engineering scenarios are tested: (1) optimizing traffic signal settings and installing median barriers, (2) managing parking facilities and integrating public transportation, and (3) implementing a one-way system (Gyratory System). The analysis results indicate that Scenario 3 provides the most significant improvement in traffic performance. The V/C ratio decreases from 0.51 to 0.49, the average network speed increases to 36.19 km/h, and intersection delays are reduced from 23.59 seconds/vehicle to 13.98 seconds/vehicle. Additionally, congestion cost losses drop significantly from IDR 2,947,269,062 per year to IDR 1,751,290,584 per year. Therefore, the implementation of a one-way system (Gyratory System) is recommended as the best traffic management strategy for the Gilingan area to enhance vehicle movement efficiency and significantly reduce congestion.
