Abstract

This research aims to identify the modus operandi, motives, and strategies for combating timber theft by KPH Cepu, as well as the obstacles faced in the process. The study also explores the law enforcement efforts conducted in collaboration with the Blora Police regarding timber theft. The research was conducted at Perum Perhutani KPH Cepu and the Blora Police, utilizing primary data from interviews with relevant parties and secondary data as supporting evidence. Data analysis was performed qualitatively using a deductive approach. The results indicate that timber theft frequently occurs due to the negligence of patrol officers, with the primary motive being economic pressure. KPH Cepu implements counter-strategies through law enforcement and preventive approaches, including socialization and assistance to local communities around the forest. Collaboration with the Blora Police, Babinsa, and Bhabinkamtibmas is carried out to raise community awareness. Additionally, KPH Cepu establishes partnerships with the community for land management. In law enforcement, KPH Cepu works together with the Blora Police and related agencies, and applies rehabilitation programs for offenders through LMDH and restorative justice. These efforts are expected to reduce incidents of timber theft by improving the welfare of the surrounding communities.
