Abstract
The objective of this study is to assess the extent of sharia compliance in budget Islamic hotels in Solo City and to compare them with conventional budget hotels. The city of Solo was selected for this study due to its significant potential in the halal tourism sector, particularly in the context of the Islamic hotel industry. Nevertheless, certain challenges have emerged in its development. The implementation of the sharia hotel policy and the actions of the manager are not optimal. This research employs a qualitative methodology with an empirical juridical research design, which integrates the use of interviews, questionnaires, direct observation, and document analysis in accordance with applicable legal principles. The data set was constructed using information gathered from ten budget Islamic hotels, categorised according to the number of stars they possess. The findings of the study were evaluated in light of the policy conformity of Fatwa DSN-MUI No. 108/2016 on Sharia Tourism, particularly the fifth article on Sharia Hotel Provisions. The findings of this study indicate that the majority of budget sharia hotels in Solo City have achieved sharia compliance, as evidenced by the provision of worship facilities, the prohibition of unmarried couples, and an environment free from immoral behavior. Nevertheless, some budget Islamic hotels still implement relatively simple policies and have not fully utilized Islamic banks. Furthermore, budget Islamic hotels must be able to compete with conventional budget hotels that offer comparable basic facilities but with greater flexibility and accessibility. It is hoped that this research provides a reference for policymakers and managers to pay more attention to the development of Islamic hotels in Indonesia, thereby increasing their competitiveness in the hospitality market.
