Abstract

This study aims to: (1) Describe the implementation f education inclusive in SDN Pringgolayan (2) Describe the model empowerment citizen school graduation by educati inclusive in SD Negeri Pringgolayan . Study is using methods research descriptive qualitative . The research subjects were the principal, teachers, parents and. Date were collected through observation, participants, in-depth interviews and documentation. The technique used to measure the validity of the data was triangulation. The researcher acts as an instrument. Analysis of the data held since the data collected , by using a model of interactive which consists of three parts :1.the reduction of the date; 2. presenting date ; 3. verifikation results of the study show that Implementation education special and education specialized in SDN Pringgolayan Surakarta has been going on starting from planning by creating a work program for special assistant teachers and in its implementation with a model of empowering school citizens as providers of inclusive education, modeling the policy implementation process . The conclusion of this research is that SDN Pringgolayan has implemented inclusive education with an adapted curriculum, the availability of special assistant teachers, the existence of a learning resource room, although it is not yet complete. and the empowerment of school residents as providers of inclusive education is carried out by school principals by involving all existing components.
