Abstract
The purpose of this study is to describe the development of prototype questions probability statistics based on the competence of PISA 2021, test the development of prototype questions probability statistics based on the competence of PISA 2021, and to describe the use of student answers to design learning simulations. The method used is development or Research and Development with an analysis model, design stage, development stage, implementation stage, and evaluation stage. The subjects of this study were 15 year old students at SMP Negeri 1 Losari Brebes. This study resulted in 5 prototype mathematical problems of PISA 2021 competency-based probability statistics questions which consisted of 12 questions. The prototype of the question has been declared valid and suitable for use based on the results of the validator's assessment. This results of the analysis of student answers were carried out to prepare a learning simulation plan using the polya step (for students who answered incorrectly) and problem posing (for students who answered correctly).
