Abstract

The purpose of this study is to: 1) find out how the process of implementing the Surakarta City Regulation Number 6 of 2004 concerning parking fees on the side of public roads. 2) knowing what problems are faced in the implementation and the efforts made by related parties to solve the problems of implementing the Surakarta City Regional Regulation Number 6 of 2004 concerning parking fees on the side of public roads. The approach used in this research is empirical juridical method and the type of research used is descriptive. The author conducted research in the parking area along the Solo Wholesale Center. The data in this study consisted of primary data and secondary data. Primary data in this study were obtained from interviews, while secondary data were obtained by researchers from literature studies. Then data analysis in this study using qualitative analysis methods. The results of this study indicate that the implementation of the Surakarta City Regional Regulation Number 6 of 2004 concerning Parking Charges on the Side of Public Roads has not been implemented properly. This is evidenced by the still existence of violations, where visitors park their vehicles on the railroad tracks and on the side of public roads in the area. shopping centers (Pusat Grosir Solo and BTC) thus disrupting train travel through the area. Based on the results of the study, it is known that the problems faced in the implementation of the Surakarta City Regional Regulation Number 6 of 2004 concerning Parking Charges at the Side of Public Roads are that there are still visitors who are disorderly and park their vehicles on the tracks and on the edge of the public in front of the Solo Wholesale Center and BTC. The efforts made by parking attendants to overcome this problem are by giving warnings and directions for Parking in the Parking Area that has been provided by the Solo Wholesale Center and placing traffic signs, installing surveillance cameras, installing loudspeakers that aim to warn. motorists who park their vehicle in an arbitrary place that should not be carried out as well as efforts to take action, by towing a car that has been proven to have violated and is subject to a fine in accordance with applicable regulations through the digital system "Build Pak Sigit".
