Abstract
This research aims to 1) describe the problem of drafting the Learning Tool Curriculum 2013 2) to describe the obstacles faced by upper class teachers in the preparation of the Learning Device 2013 3) to address the obstacles faced by the teachers of the upper class in the preparation of learning devices Curriculum 2013. This type of research is qualitative descriptiveresearch. Research subjects are principals, top teachers and grade IV students, V. Data collection techniques using observation, interviews and documentation. Data is analyzed through steps of data reduction, data presentation, and withdrawal of conclusions. Data validity inspection techniques are carried out by triangulating techniques and resourcesThe results showed that: 1) in the Planning Learning curriculum 2013 class IV teachers and V class already understand correctly about the preparation of the Curriculum learning tool 2013 because the teacher has been able to explain the scientific approach includes 5M (Observe, Minister, Try, Reasoning and Communicate activities in his studies and the sequence, 2) there is an understanding of thematic learning that still lacks the constraints in planning and the implementation of the work. Difficulty in making thematic learning planning is the preparation of RPP, while the difficulty in the implementation of the class is presenting the concept of various subjects in one theme, the assessment of thematic learning is per subject, 3) teachers discuss in the activities of Teachers Working Group (KKG) and follow the education and training organized by the related parties and attend seminars or workshops on the preparation of learning devices Any additional supporting books that are reporting assessment in thematic learning should be presented in a more communicative form.
