Abstract

The zoning policy in the Admission of New Students is the government's effort to organize Indonesian education by using distance as a benchmark for the acceptance of new students in public schools. In its implementation, this policy reaps pros and cons among the community. Zoning also causes an imbalance in the flow of new students in public and private schools. One example of a private school in Karanganyar Regency is the Muhammadiyah Senior High School. The problems in this study include: (1) How is the zoning system policy towards the inflow of new students at SMA Muhammadiyah Karanganyar?; (2) What is the strategy of managing and administering SMA Muhammadiyah Karanganyar in dealing with PPDB zoning?. The purpose of this study is to understand the zoning system policy and explain the strategies of the managers and organizers of SMA Muhammadiyah Karanganyar Regency. This research is a field research, taking place in SMA Muhammadiyah 1 Karanganyar, SMA Muhammadiyah Darul Arqom Karanganyar, SMA Muhammadiyah 3 Gondangrejo Karanganyar and SMA Muhammadiyah 5 Jaten Karanganyar. Based on the data and research objectives, the approach used by researchers was qualitative. Researchers also use a phemonological approach based on existing phenomena in the field. In collecting data, researchers also used interview, documentation and observation methods. The results showed SMA Muhammadiyah 1 Karanganyar and SMA Muhammadiyah Darul Arqom Karanganyar were categorized as improving schools, so that the implementation of the zoning system policy had no impact on the number of new students. Then, SMA Muhammadiyah 3 Gondangrejo Karanganyar was categorized as a failing school. SMA Muhammadiyah 5 Jaten Karanganyar is categorized as an trapped school so that the zoning system has an impact on the number of new students. The conclusion of this research is that the zoning policy has a different impact on SMA Muhammadiyah Karanganyar. School managers also provide various responses and strategies in dealing with zoning system policies. As a school organizer, the Karanganyar District Primary Education Council said that the zoning policy was considered good, logical and fair for schools. The Dikdasmen Council has also provided general information and direction to the schools it organizes in relation to this policy, but this is deemed not optimal in dealing with zoning policies.
