Abstract
Higher education institutions in Indonesia must have good quality education in order to produce young people who are creative, innovative, disciplined, responsible, and able to compete in the millennial era. The ranking of tertiary institutions in Indonesia at regional and international levels is still very low. The Indonesian government through BAN-PT is trying to create quality standard of education quality that are summarized in nine accreditation criteria. UMS through LJM seeks to improve the quality of education by developing user satisfaction instruments that refer to nine accreditation criteria. To assist LJM in making this happen, the activity in this study is to design instruments and measure user satisfaction with the management of education at UMS. This research applies the SERVQUAL method which is divided into five dimensions. The output of this research is the establishment of a valid and reliable user satisfaction instrument. The results of the satisfaction measurement show that the university has been trying to meet user expectations of 84.44% with an average gap of -0.423, so it can be said to be satisfied with the existing services, but it is still necessary to increase the quality of these services.
