Abstract
This study has three objectives namely to describe inherent preparation, implementation, and control of teacher performance assessment at SMK Negeri 1 Surakarta in 2017. This type of research is a qualitative research with a phenomenological design. Data collection techniques are done by in-depth interviews, observations, and documentation. The validity of the data used continuous observation, data triangulation and discussion. Data analysis techniques using interactive analysis. The results of the study concluded that 1) inherent preparation to Teacher Performance Assessment was carried out by forming an assessment team with the principals decision, divide the assessment team's tasks based on subject groups, prepare instruments, coordinate meetings with the assessment team, and create a Teacher Performance Assessment schedule. Teacher performance assessment is carried out periodically which is divided into two periods of activity, namely the period of self-evaluation activities carried out at the beginning of the school year or the beginning of the semester and the period of teacher performance evaluation activities carried out at the end of the odd semester. 2) Inherent implementation of Teacher Performance Assessment is done through observation and monitoring. Observations were carried out for three times, are before observation, during observation, and after observation. Monitoring is carried out to assess teacher performance through examining documents of learning tools and teacher administration, interviews with assessed teachers. 3) Controlling of teacher performance assessment at SMK Negeri 1 Surakarta is done through giving grades and follow-up. The scoring of Teacher Performance Appraisal is done by comparing the summary notes of observations and monitoring results in the report format sheet and evaluation per competency with the performance indicators of each competency. The next stage is a follow-up by providing teacher competency improvement personally through reflection and in groups through self-development and innovative work
