Abstract

The purpose of this research is: 1) describe the reading literacy activities of students in SD Negeri Mangkubumen Kidul 16 Surakarta with various programs, 2) describe the various supporting and inhibiting factors of reading literacy activities, 3) find out the steps in overcoming obstacles. This type of research is a qualitative descriptive case study design. The research subjects were the Principal, Library Officers, Mapel Teachers, Homeroom Teacher, and Students. Data collection techniques used were observation, interviews and documentation, as well as triangulation of sources and techniques for the validity of the data. The results of the study are: (1) reading literacy activities at SD Negeri Mangkubumen Kidul 16 Surakarta, the forms of the program are 15-minute reading programs, class reading corners, writing summary books, telling stories in front of the class, visiting ARPUSDA, posterization, literacy curtains and trees literacy; determinants of policy implementation are communication, funding support, policy actors, and the environment; there are 3 stages of GLS namely habituation, development, and learning with clear indicators. (2) Supporting factors for literacy reading are having an adequate funding budget, having a complete library, having support from parents and community; inhibiting factors in reading literacy are lack of awareness of some teachers, the program is still less innovative, interest in reading is still low. (3) The steps in overcoming obstacles are giving outreach to teachers, conducting new program innovations, increasing the collection of books.
