Abstract

Non-infected disease (PTM) has become a problem for people’s health that causes disability, illness, high mortality and raises a high burden of health financing. One way to overcome this problem is by conducting an integrated development post (Posbindu) that involves the participation of the community, especially cadres. The role of cadres greatly determines the continuity of the activities of Posbindu program in each working area of the city or district health center. The type of this research is qualitative study with a case study research design. The data method collection is by interview and observation. The technique of determining informants interviewed was done by purposive sampling, namely 8 active Posbindu cadres as the main informants, 2 Posbindu program holders and 2 posbindu participants as the triangulation informants. The result shows that the cadres have tried to play the best possible role but they are unable to carry out posbindu without being accompanied by puskesmas officers, hampered by the limitations of the posbindu’s tools, there is no sports activities before posbindu activities carried out and the identification of people affected by PTM risk factors is not comprehensive so that community participation is lack. The implementation of the integrated development post program in Purwodiningratan area has not been running optimally. This is because the implementation does not match with the technical instructions. DKK and puskesmas is suggested to coordinate with cadres to improve the performance in the implementation of posbindu and train cadres according to posbindu technical guidelines.
