Abstract
Regional autonomy has given local authority to manage its own household, including in terms of parking in order to increase local retribution. But the problems that often arise in the parking are: the emergence of illegal parking and thugs, tickets or parking signs are often not given to parking service users, especially public roadside parking service users, as well as parking attendants who change tickets with self-made cards without any basis a clear rule of thumb. Thus, it can reduce the inclusion of user charges. At Klaten Regency, public roadside parking service is arranged through Regional Regulation of Klaten Regency Number 18 of 2011 on Public Service Restructure. Implementation of parking service levy on public road side of Klaten Regency based on Perda no. 18 Year 2011 has not been able to run optimally, because the change of parking rates proposed by the executive still has not received approval from the local parliament, so until now the parking fare is still referring to Regulation No. 18 of 2011. While there is some parking attendants in the field have raised their own parking rates. Even though the parking fees charged each year exceeds the targets of the local government, there are still many parking leakage fees levied due to the slowness of the proposed change in parking rates, so that this could affect the revenue of PAD in subsequent years. The contribution of public roadside retribution fees is still low in an effort to increase the Original Regional Revenue compared to health service levies that are both included in the general service levy category.
