Abstract
Empowerment is to provide opportunities for teachers to utilize their knowledge, skills and resources in performing tasks and jobs for the benefit of the organization, with indicators: 1) Development and training, 2) Involvement in decision-making processes, 3) Authority, 4) Independence. This research aims to know and analyze about quality strategy, empowerment of school organization in SD Muhammadiyah 21 Baluwarti. the definition of quality refers to the input, process, contribution, and impact. The input quality can be viewed from several sides.The sources of this research are principals and teachers. Data collection techniques through in-depth interviews, observation, and documentation. The data validity technique uses data triangulation and method triangulation. Interactive analytical techniques through data collection, data presentation, data reduction, and conclusions. The result of the research is (1) School Quality Strategy in empowering school organization through empowerment of Human Resources in SD Muhammadiyah 21 Baluwarti through creativity and innovation to teachers and employees, (2) School Organization Empowerment At SD Muhammadiyah 21 Baluwarti through certified teacher by adding hours of teaching teachers, give the responsibility as extracurricular teachers, provide IT training, and engage teachers in tahsin activities.
