Abstract

Cilacap Ocean Fishing Port (Pelabuhan Perikanan Samudera Cilacap/PPSC) is one of the largest fishing ports in Indonesia and serves as a major center for fish landing and fisheries distribution along the southern coast of Java. The Fish Auction Place (Tempat Pelelangan Ikan/TPI) within the PPSC area has performed its primary functions through fish unloading, cleaning, sorting, weighing, and distribution. However, the existing area lacks integration between operational functions, commercial facilities, and public spaces, causing activities to occur only during fish distribution processes. In addition, the waterfront potential has not been optimally utilized, and the area has not yet functioned as an attractive public space for the community. This planning and design project aims to develop the Fish Auction Place area at Cilacap Ocean Fishing Port by designing a fish market that supports efficient fisheries distribution while enhancing the economic value of the area. Furthermore, the project applies the floating market concept through the integration of commercial, culinary, and waterfront spaces to create an attractive coastal destination. The research employs field observations, interviews, literature studies, case studies, site analysis, and concept synthesis as the basis for the design process. The floating market concept is implemented as a water-based area development approach, rather than a conventional floating market. The concept is realized through the integration of the existing Fish Auction Place with a fish market, seafood restaurant, waterfront promenade, and floating deck as supporting public spaces. The design is based on three main principles: integrated mixed-use, connectivity and accessibility, and waterfront character. These principles are implemented through integrated spatial planning, the separation of operational and public circulation, interconnected pedestrian pathways, and the orientation of buildings and public spaces toward the waterfront. The proposed design is expected to improve the quality of the Fish Auction Place area as a center for fish handling and marketing while maintaining the existing fisheries distribution system. At the same time, it provides an active, comfortable, and attractive waterfront public space for the community. Consequently, the Fish Auction Place is expected to function not only as a fisheries distribution hub but also as an integrated waterfront area that supports economic, social, and recreational activities.
