Abstract
The increasingly massive push toward the digitalization of legal services has encouraged notaries to make use of the General Legal Administration (AHU) Online System in carrying out notarial practice, making it important to examine the notary's perspective on the practice of AHU service digitalization. This study aims to identify and analyze the forms of digitalization implementation of General Legal Administration (AHU) services that have been used in notarial practice by notaries in Klaten Regency. This research employs a juridical-empirical method with an empirical approach through interviews with three notary informants determined through an informant-designation technique, supported by a limited statutory approach to examine the technical regulations of AHU Online. The results show that of the ten identified AHU Online services Limited Liability Company, Legal Entity Name Reservation, Fidusia Online, Foundation, Association, Civil Partnership/CV/Firm, Will Registration, Legal Entity Data Correction, Notary Registration, and Corporate Beneficial Ownership the three informants actively use seven services that most directly intersect with their daily practice. Implementation of these seven services has procedurally complied with the official SOP of the Ministry of Law and Human Rights, supported in part by an automatic validation mechanism that rejects applications with incomplete or non-compliant data. Notaries still face obstacles such as limited system operating hours, periodic maintenance, and an annual Non-Tax State Revenue (PNBP) payment obligation following the enactment of Government Regulation Number 30 of 2026, although the system is still considered user-friendly due to its clear official guidance. The concrete form of digitalization found is that deeds continue to be made conventionally by notaries in accordance with the Notary Office Law, and are only scanned afterward for upload to the AHU Online system, meaning digitalization has so far progressed only in the administrative aspect and has not yet touched the formal aspect of deed authenticity.
