Abstract

Village-Owned Enterprises (BUMDes) are a strategic instrument in promoting village economic independence through the management of local potential. This study aims to analyze the implementation of the legal policy for the management of BUMDes Tirta Mandiri in Ponggok Village, Klaten Regency, based on Government Regulation Number 11 of 2021 and examine its application from a Dynamic Governance perspective. The research problem formulation in this study includes how the policy is implemented in the management of BUMDes Tirta Mandiri and how the implementation of BUMDes Tirta Mandiri management from a Dynamic Governance perspective for effective and sustainable BUMDes management to support village economic development. The research method used is empirical legal research with a qualitative approach through data collection in the form of interviews and literature studies. The results of the study indicate that BUMDes Tirta Mandiri has carried out its function in supporting sustainable village economic development, particularly through the tourism sector. However, the implementation of this policy has not been fully optimal due to still existing obstacles in the aspects of transparency, accountability, and human resource capacity. The implementation of the Dynamic Governance principles, which include thinking ahead, thinking again, and thinking across, has been carried out through planning, evaluation, and cross-sectoral cooperation, but still requires strengthening so that BUMDes management can run more adaptively, effectively, and sustainably in accordance with statutory provisions.
