Abstract

The dynamics of democracy in Indonesia have led to significant changes in the local government system, including an increase in the role of the Regional People's Representative Council (DPRD) as the people's representation. This study aims to evaluate the performance of the Surakarta City DPRD in improving the quality of public services based on Regional Regulation No. 12/2012. The research uses a juridical-empirical approach, with a qualitative descriptive method. Data were collected through literature study, direct interviews with DPRD members, and legal document analysis. The results show that the legislative function of DPRD is still dominated by the executive, the budget function is not fully in favor of the public interest, and the supervisory function of the implementation of local regulations and APBD is not optimal. DPRDs also face internal obstacles, such as low member initiative and limited human resources. The discussion emphasizes the importance of extra-role behavior, professionalism, and inter-agency synergy. The conclusion of this study is the need to improve the overall performance of DPRDs so that their role in realizing effective, transparent and accountable public services can be achieved in accordance with the principles of good governance. This evaluation is expected to make a positive contribution to the future institutional development of DPRD.
