Abstract
Electronic land certificates are a breakthrough made by the government through the ATR / BPN ministry to carry out bureaucratic reform through the transition of land certificates and public services to electronic forms carried out at the National Land Agency (BPN) based on the Regulation of the Minister of ATR / BPN Number 3 of 2023 concerning the Issuance of Electronic Documents in Land Registration Activities. The purpose of this study is to determine the role of BPN in the transition of land certificates to electronic forms at the National Land Agency of Surakarta City and legal protection of the community of electronic land certificate owners. This research uses empirical juridical research methods with data collection techniques using field studies in the form of interviews and data validity tests with qualitative data analysis and deductive reasoning. The results obtained from this study that the role of the National Land Agency (BPN) of Surakarta City has been running according to progress with good service in the transition of certificates to electronic form. Regarding legal protection, electronic land certificates can also be used as valid evidence according to the law so that they can be protected with forms of security such as QR Codes and Electronic Signatures.
