Abstract

This study aims to determine the role of the National Land Agency in the process of changing proof of ownership of Letter C land into a Certificate of Ownership based on Law No. 5 of 1960 concerning Basic Regulations on Agrarian Principles and the obstacles faced by the National Land Agency in the process of changing proof of ownership of Letter C land into a Certificate of Ownership. This research method uses normative juridical research with literature studies that use qualitative methods. The results of the discussion are, 1) The role of the National Land Agency is in accordance with Law No.5 of 1960 concerning Basic Agrarian Regulations which are further detailed in the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 6 of 2018, 2) The obstacles faced by the National Land Agency are the lack of legal strength of Letter C, lack of proof of ownership of land, differences in land area, lack of community resources, and low performance of land services. So, this needs to be overcome so that this program can succeed.
