Abstract
The area of Surakarta city physically can be seen from the development of the population that is increasing and denser, the buildings that are getting closer and the built-up area, especially settlements that tend to be wider. The need for housing in Surakarta City is increasingly limited by the available land. The need for housing is responded by construction actors to build a housing, the process of building a housing project is not easy because it will experience difficulties in land acquisition. This study aims to obtain the dominant risk factors that cause cost overruns in the land acquisition stage of housing development in Surakarta city. In this study the respondents were developers in Surakarta City, sampling by purposeful sampling of 30 developers. Test the research instrument using SPSS with a significance coefficient value of 0.05 obtained the results of r table 0.349. The methods used are quantitative and qualitative. The data analysis used is the cut off point method, from this method the minimum limit value is 3.615. Based on the results of the analysis, 21 cost overrun factors were obtained and 13 of them were categorized as dominant factors. Bureaucratic delays in licensing are the highest dominant factor with a score of 4.00, while using surveyors is the lowest dominant factor with a score of 3.63.
