Abstract
Schools as educational institutions need to prepare themselves to maintain the quality of qualified education services. One of them is the support for competent teacher to carry out a qualified learning in accordance with the National Education Standards (NES). One of the activities carried out to improve the quality of the teachers is the implementation of teacher competency education and training. However, in reality, there are still problems in managing the education and training program, namely the education and training manager has not fully understood and mastered what a manager should have in running the education and training program at school. This study aims to analyze the management of education and training to increase teacher competence at SMK Negeri 9 Surakarta, through management functions including: planning, implementing, evaluating training programs, and implementing training results. This research is a qualitative research. The research design uses ethnographic research methodology with a focus on problems including; planning, implementing, evaluating training programs, and implementing training results. The object of this qualitative research is the management of teacher competence training at SMK Negeri 9 Surakarta. The research subjects focused on school principals, education and training organizers, including: vice principal 5 (human resources), vice principal 1 (curriculum), resource persons/instructors, and graduates of training education/teachers, and students. The technique of collecting data in this research uses interview, observation and documentation studies. The validity of the data is done by data triangulation technique. Data analysis techniques were carried out through: the reduction stage, data presentation, and data verification. The results of the study found that planning aspects in the management of teacher competence training at SMK Negeri 9 Surakarta include: needs analysis, training target planning, training curriculum planning, training material planning, training guide planning, infrastructure planning, instructor or facilitator planning, and financing planning. The education and training implementation aspects consist of the preparation and process of training activities. Training preparation includes: readiness of guidelines and materials, evaluation tools, worksheets, media, and training rooms with supporting facilities. The process of training activities includes: use of learning media, delivery of material, and training or practice. The evaluation aspect of the education and training program is carried out in the form of an evaluation of the program which includes; evaluation of training plans, evaluation of training implementation, and evaluation of the implementation of training results. The implementation of the training results has been carried out by all teachers in the learning process at SMK Negeri 9 Surakarta. From the management of teacher competence education and training at SMK Negeri 9 Surakarta, there are three activities that are already running in accordance with the concept of managing teacher competence training, namely: (1) training planning, (2) training implementation, (3) training program evaluation. One activity that still has obstacles, namely (1) the implementation of training results, because it is influenced by the facilities owned by students, namely cellphones and the availability of quotas that are owned and this is also influenced by the economic ability of the students' parents. From the results obtained, it was suggested to the management, in this case the vice principal of human resources, always getting better at preparing programs to be implemented so that they can be in accordance with the planned goals. The conclusion is that the management of the teacher competency training program at SMK Negeri 9 Surakarta is carried out in accordance with the management function which consists of planning, implementing, organizing, and supervising processes so that it has an impact on increasing the competence of teachers participating in the training program.
