Abstract
This study analyses the implementation of street vendors management at the Satya Negara Sukoharjo Square based on the Sukoharjo Regency Regulation Number 5 of 2020. The purpose of this study is to determine the process of implementing the management of the Satya Negara Sukoharjo Street vendors based on the Sukoharjo Regency Regional Regulation Number 5 of 2020 and to know the obstacles that occur in the implementation of the Sukoharjo Regency Regulation Number 5 of 2020. This type of research is empirical juridical. The approach method used is a sociological juridical approach. The primary data used in this research are the Department of Industry and Trade of Sukoharjo Regency for Market Management, street vendors, and the community consisting of native residents of Sukoharjo City and parking attendants in the Satya Negara Square of Sukoharjo. Secondary data in this study are books, theses, journals, reports or data related to the management and empowerment of street vendors. While the object of this research is the process of implementing the Sukoharjo Regency Regulation Number 5 of 2020 concerning the Management and Empowerment of street vendors. The data collection method carried out by researchers in the form of observation, interviews, and documentation. The data validity test methods used by researchers are source triangulation. While the data analysis method used is according to Miles and Huberman, namely data reduction, data presentation, and drawing conclusions or verification. The results of this study can be concluded that the implementation of the management of street vendors at the Satya Negara Sukoharjo Square based on the Sukoharjo Regency Regulation Number 5 of 2020 is in accordance with the habits and needs of the environment around the location of street vendors. Implementors who are already in accordance with their respective duties and fields, such as Disperindang Sukoharjo City, Satpol PP and other law enforcers. All related services that are in accordance with the existing tasks by considering the general interests of the economy, social and culture, security, order, health, aesthetics, and environmental cleanliness. However, the communication made by the square manager to the street vendors is still lacking. Therefore, economic, social and political conditions greatly influence policy, because these conditions all have to do with street vendors. Based on the obstacles that occurred in the implementation of the Sukoharjo Regency Regulation Number 5 of 2020, it was found that there was a refusal to relocate from street vendors, hiding from officers, and also other control problems carried out by street vendors.
