Abstract

The Qur'an is a holy book that is used as a guide for Muslims. In the Qur'an contained everything that includes the order of human life, especially in the affairs of regulating state life. In this day and age, we often see on television news or social media about the feud between the government and the public caused by a policy that is not acceptable to the wider community. So that the impact of riots to large demonstrations that affect the stability of state security. Therefore, the author is interested in examining the content of the Qur'anic verses related to obedience to the leader. Through this study, the researcher intends to seek Buya Hamka perspective regarding obedience to the leader in the Qur'an letter an-Nisa verse 59 and analyze his interpretation in Tafsir Al-Azhar. Buya Hamka is a Ulama, as well as a political activist in this Indonesian state. He interprets the Qur'an with the Tafsir bi al-Ma'tsur approach which is rich in nuances of social patterns in his interpretation. The results of the research obtained indicate that, according to Buya Hamka regarding the letter an-Nisa verse 59, that obedience to Allah and the Apostle is an absolute obligation. Meanwhile, obedience to lil amri (leader) has limitations and is not absolute, that is, as long as the orders given by the leader are not in munkar, and policies made by the government must go through deliberation first. So the attitude as a Muslim must be obeyed.
