Abstract
Democracy in Indonesia has developed due to the shift in people's behavior from a social lifestyle in society (the real world) to a social lifestyle in social media (virtual world) as a result of digitalization. In recent years, there have been many cases of hashtagged actions on social media, especially on Twitter. This is a new legal phenomenon in the practice of Democracy which is then called Digital Democracy. The objectives of this research are 1) to describe the characteristics of digital democracy through social media in Indonesia. 2) to describe the legal protection for social media users in Indonesia. This research uses a doctrinal approach by means of literature study or collecting secondary data. The specification of this research is descriptive because it intends to clearly describe various things related to the object under study. The data collected and processed are discussed using a qualitative normative method using the pure theory of law from Hans Kelsen. In practice, Digital Democracy experiences obstacles and problems such as cyber crime, buzzers, account blocking (Banned Accounts), inadequate technicality, and the existence of rubber articles, so the government should need to form a concept of mechanisms for implementing the practice of Digital Democracy and regulation of the practice. Digital Democracy so that the law can solve existing problems.
