Abstract

Umrah is a visit to the Baitullah outside the Hajj season with the intention of performing Umrah which is followed by performing tawaf, sai, and tahalul. The enthusiasm of prospective pilgrims towards the implementation of the Umrah worship causes many Umrah bureaus to compete to provide the best service offerings. To avoid fraud by the Umrah bureau, an Umrah agreement is needed between the Umrah bureau and the Umrah pilgrims. Therefore, the authors are interested in conducting research at PT Impressa Media Wisata as an Umrah bureau with the following problem formulations: 1) What is the process of the agreement for the implementation of Umrah between PT Impressa Media Wisata and the congregation in Grobogan Regency? 2) How is the implementation of the Umrah agreement between PT Impressa Media Wisata and the congregation during the Covid 19 Pandemic? The research method used is an empirical juridical research method, namely research that is carried out directly by going into the field to find out the real problems that occur, by collecting primary data and then connecting it with applicable laws and regulations and existing legal theories. From the results of the discussion and research, the following conclusions can be drawn: 1) The agreement process for organizing Umrah between PT Impressa Media Wisata and the congregation has complied with the legal terms of the agreement in Article 1320 of the Criminal Code. 2) In the implementation of the Umrah agreement between PT Impressa Media Wisata and the congregation during the pandemic, it was in accordance with the policies issued during the pandemic based on the KMA Number 719 of 2020 concerning Guidelines for Organizing Umrah Travel During the 2019 Corona Virus Disease Pandemic.
