Abstract
This study shows that the number of narcotics cases and the repetition of criminal or residive acts in the Madiun Class 1 Correctional Institution are still difficult to overcome. Residive is considered to occur a lot because the coaching failed and the prison did not implement its role according to the law giving a bad image in the community. The purpose of the study was to determine the application of Law Number 12 of 1995 concerning Corrections, to find obstacles and answers to problems using the empirical-juridical method. The results showed that residive was not solely caused by not implementing the Correctional Law, but because of addiction, environmental influences, overcapacity and lack of experts. Guidance with Islamic values is expected to help eradicate narcotics residive.
