East Java province is the province with the largest number of poor people in Indonesia during 2015-2019. The purpose of this study is to estimate the influence of Economic Growth, Average Length of School, Population and Human Development Index on The Number of Poor People of East Java Province in 2015-2019 using panel data with observation objects as many as 38 districts / cities in East Java Province. The data used in this research is secondary data obtained from the Central Statistics Agency (BPS). Based on the results of the Chow Test and Hausman Test, the best model selected is the Fixed Effect Model (FEM). Based on the influence validity test (t test) at the level of signifi of 0.01 - 0.10, the varying Human Development Index negatively affects the number of poor people in East Java Province in 2015-2019. Meanwhile, the variables of Economic Growth, Average Length of School and Population had no effect on the number of poor people in East Java Province in 2015-2019. To reduce poverty, local governments in East Java Province must increase the human development index through policies to improve the quality of human resources.
