Abstract

The existence of Perumda Drinking Water as BUMD can help meet the needs of the community, support the development of business continuity and economic development in the regions, accelerate development in the regions, because clean water produced by Perumda Drinking Water is an essential item regarding the livelihood of many people. In this case the change in form of business from a regional company to a regional public company. This study discusses the Perumda of Drinking Water in the City of Surakarta implementing PP. 54 of 2017 in conducting business activities and the role of the Regional Head as the owner of the company in taking Company policies to improve services to consumers. In this study the authors used a juridical-empirical approach, with a descriptive type of research, the research location was in Perumda Air Drinking Surakarta City. Implementation of Government Regulation No. 54 of 2017 concerning Regional Owned Enterprises in Perumda Water Drinking Surakarta City has not been fully fulfilled because there is still a company policy through Regional Regulation No. 13 of 2017 concerning the Regional Public Drinking Water Company in the City of Surakarta is still not in accordance with what is in the implementing regulations of Law No. 23 of 2014 concerning Local Government.
