Abstract

This study aims to describe the implementation of the duties and functions of the village head, the process, constraints and alternative solutions in order to solve the obstacles in implementing the duties and functions of the Serenan Village Head. This type of research is descriptive qualitative. The subjects of this study were the village head, village officials and community leaders in the Serenan Village Head Office, Juwiring District, Klaten Regency. Data collection techniques using interviews and documentation. The data validity was done by using triangulation of data collection techniques and triangulation of data sources. Data analysis was performed by applying an interactive model. Indicators of the implementation of the duties and functions of the village head include: (1) improving the welfare of the community, (2) implementing village government, (3) and determining the village apparatus budget. The results showed that the implementation of the function of improving community welfare has gone well because of the distribution of village funds, as well as direct cash assistance for poor family card holders. The implementation of the function of leading the implementation of village government has not been carried out properly due to the arrival of village officials who are not on time and the sanctions are not firm. The function of determining the village budget has worked well because of the discussion and approval of the Village budget.
