Abstract
ABSTRACT In the reform era a village financial management has run into some changes from time to time. It’s proved by changing of the local goverment regulation of the village financial management. This changing is as the effort of central goverment to apply the financial principles of village financial those are transparency, accountable, participles, orderly and discipline of the budget. The object of the research is Jaten village. The data’s collecting technique are interview and documentation. The result of the research is minister of home affair regulation no 20 of 2018. It’s all about the management of village financial which is not apply entirely or halfly, but the village head and village officials are still try to make the village financial implementation perfectly. The regulation of local government no 20 of 2018 has been designed as a simplification of the duties and responsibilities of the village official with added the village official as an financial official so the job and function of the village official are more efective and efficients. However, it has not been done in Jaten village. So there dual function and position accured not only as the head of financial but also village treasure but it does not matter because there’s a coordination among the villange officials so the performance of village officials stay optimal. The financial management in Jaten village is well enough, eventhough there are not proper to the regulation entirely, it can be found that planning, administration, repart and responsibility haven’t fulfill the newest local government regulation no 20 of 2018. There will be many resistances for issued the new regulation. The village head and village officials try to balancing and making adjustment related to some changing that happened from the local government regulation 113 of 2014 to the local government regulation no 20 of 2018 Keywords: The regulation of minister of home affair No 20 of 2018, government, effective, efficient, implementation, resistance, effort.
