Abstract
Sukoharjo is a regency in Central Java Province which has 12 subdistricts. Based on data from the Central Statistics Agency (BPS) of Sukoharjo City, the population growth of Sukoharjo has increased by 1.15% annually, while the number of heads of households has increased by 0.65% annually. Seeing this opportunity many developer companies in the city of Sukoharjo are competing to seize the opportunity in providing housing. However, proper consideration is needed in running a business to win the market. Lack of information in decision making will pose a risk to housing development. In this study the data obtained by distributing questionnaires filled out by the developer. In this study there were 40 respondents and 36 research variables, then the questionnaire was processed using SPSS software version 24 and then analyzed using ISO 31000 risk criteria (2009) and Average Index assessment criteria to determine the factors and classification of risk levels in housing development. Based on the results of the analysis, 5 variables did not pass the test and 31 variables passed the test, the variables passed the test were risk factors for housing development. From the analysis of risk criteria according to ISO 31000 (2009) and the Average Index assessment criteria there are no factors that have a very high risk, there are 3 factors with a high risk level, there are 9 variables with a normal risk level, and 19 other variables with a low risk level.
