Abstract
This study aims to describe: (1) planning problem based learning; (2) the application of problem based learning; and (3) evaluation of problem based learning in social studies learning to optimize higher order thinking skills. This study uses qualitative research, data collection techniques with interviews, observation, and documentation. Data analysis techniques using interactive models. The validity of the data uses triangulation of sources and techniques The results of the study show that: (1) problem based learning planning is known by the teacher's understanding of problem based learning and the preparation of lesson plans; (2) the application of problem based learning in social studies learning, the obstacles experienced by students and teachers when learning and the solutions used in overcoming obstacles in the application of problem based learning and (3) the assessment of problem based learning in social studies learning which consists of cognitive assessments, affective and psychomotor so that they can optimize higher order thinking skills. This research, can provide an understanding of teachers and students about the application of problem based learning to optimize students' higher-order thinking skills.
