Abstract

In Article 1 Paragraph (1) the 1945 Constitution of the Republic of Indonesia states that Indonesia is a unitary state in the form of a republic, which means that Indonesia gives regional authority to regulate its government affairs but still with the central government as the governing axis of the Indonesian government. Seeing this, a bridge is needed to be used for regional communication links to the center to reduce and even eliminate regional inequality and inequality. with hope, everything needed by a region can be conveyed and quickly facilitated by the central government. This bridge is called the DPD (Regional Representative Council) or can be said to be a regional representative / representative. The DPD as a state institution was previously named a regional envoy within the MPR (People's Consultative Assembly). Post-amendment to the fourth phase of the term changes as well as other fundamental differences, one of which is the system of elections. In Paal 22C Paragraph (1) explains if currently the DPD is elected by the people in the province through general elections, this means that the DPD is directly elected along with the election of the DPR and DPRD. This is different from the previous one chosen by level 1 DPRD or province. Because this is the case the representative of the DPD itself shifts which was originally a representative territorial or regional representative, shifting to being a representative of the regional people who actually had been disbursed by the Provincial DPRD. Along with this, then the impact arises, namely by a shift in the function of regional delegates within the DPD itself.
