Abstract

This research aims to determine the development of reading Literacy in addressing 21 st century learning at the habituation stage, development stage and learning phase. The type of research used is qualitative research with a descriptive research design. The data collection techniques used are observations, interviews, and documentation. The validity technique of data by using the trianggulation technique and the trianggulation source. The subjects in this study were principals and teachers of class II – V. The results showed that 1) at this stage of habituation was largely done that included a 15 minute reading activity, procurement of facilities that form the environment Literacy such as reading corners, school libraries, school mading and posterization, involve the public in developing literation such as working with the parents and the Solopos newspaper. 2) at the stage of development has been largely implemented which includes the application of interactive reading, reading, integrated, self-reading, and reading together, reading campaigns, varied enrichment books, assessment of readings, appreciating Literacy work and forming a school literacy team. 3) at the stage of learning has been carried out mostly including RPP-based literacy, learning utilizing libraries, reading strategies to improve student understanding, assessment of work made by students, related academic awards Students ' literacy skills and the school's literacy team collaborates with the public.
