Abstract
This study aims to determine the effect Original Local Government Revenue (PAD), General Allocation Fund (DAU), Special Allocation Fund (DAK) on the Human Development Index through the capital expenditures (BM) in the government district / city in Jawa Tengah. The method used is quantitative research methods. Sampling of this study using purposive sampling method and obtain each 92 data as a sample for the period 2014-2016. The data used is the data of PAD, DAU, DAK, and BM, as well as the value of the Human Development Index. The data are taken from the website DJPK Ministry of Finance and the Central Bureau of Statistic.Data were analyzed using path analysis supported by SPSS version 24.The result show that only a direct influence PAD, DAU, and DAK that effect the quality of human development. While the influence indirectly PAD, DAU, DAK and BM does not effect the quality of human development through the capital expenditure.
