This study aims to investigate: 1) the progress of economic development in districts from 2006 to 2015, 2) the effect of the number of the population with senior high school and higher education levels on the inequality of economic development in districts, 3) the effect of the number of poor families on the inequality of economic development in districts, and 4) the effect of the growth of the migrating population on the inequality of economic development in districts. This was a quantitative descriptive study. The research data were secondary data from 24 districts in Cilacap Regency in 2006-2015. The analysis technique for the descriptive analysis and the quantitative analysis technique was panel data regression analysis using the fixed effect model. The results of the study were as follows. 1) Based on the fixed effect model., not all districts experienced positive progress of economic development; ten districts experienced setbacks becoming areas with negative fluctuation and they experienced setbacks becoming relatively backward areas. 2) The variable of the number of the population with senior high school and higher education levels had a significant negative effect on the inequality of economic development. 3) The variable of the number of poor families had a significant negative effect on the inequality of economic development. 4) The variable of the growth of the migrating population did not have a significant effect on the inequality of economic development.
