Abstract

On September 28, 2018, the earthquake struck the city of Palu with a force of 5 to 7.7 SR, which was followed by the Tsunami and Liquefaction disasters. A total of 1,636 people died as a result of the incident and damage due to this event according to satellite images reached 2,403 buildings. In this event there were ± 70,000 people in makeshift refugees and not a few victims who began to experience health problems. In the controversy over the regional regulation on the Palu City Spatial Plan (RTRW) written in Article 45 of the Settlement Area Plan, it advocated a portion of high-density development in disaster-prone areas (liquefaction according to widyaningrum, 2012). This makes a large proportion of the population living in high density development villages have a risk of future survival. In this planning the author will raise alternative resettlement plans, in order to provide proper and sustainable occupancy of ± 70,000 refugee lives, as well as other allocations of inhabited areas that are felt to be safe for future disasters (Earthquakes, Tsunamis, Factions) in future approaches. approach in the field of Architecture.
