Abstract
This study aims to describe the formation of various characters through the empowerment of mentally disabled people in Karangpatihan Village, Balong District, Ponorogo Regency, along with constraints and solutions. The research method used is interactive qualitative with a case study form. The subjects of this study were the Village Chief, the Head of the Rumah Harapan, and the Tunagrahita community in Karangpatihan Village, Balong District, Ponorogo Regency. Data collection techniques used in this study were interviews, observation and documentation. Data analysis is done by applying interactive analysis techniques. The validity of the data is done by means of data source triangulation and technical triangulation. The results of this study can be concluded that: 1) empowerment activities in people with intellectual disabilities can shape the character of hard work, responsibility, and independence in social life. 2) constraints faced are time, lack of assistants, and no attention from the local government. 3) solutions to constraints faced, namely changing time, opening registration for volunteer workers, and continuing to be active in empowering.
