Abstract

In order to cover the budget deficit (i.e. the difference between state revenues and state expenditures) usually each country seeks funding sources so that the planned development can run well. One way to finance the country's budget deficit is by applying for foreign loans (PLN), this is also done by the State of Indonesia. The problem is whether the PLN is the best way to cover the state budget deficit, considering that each year PLN burdens the APBN performance. Next is there another way that is better (preventive or responsive) in order to avoid / finance the deficit. This study tries to analyze qualitatively and is assisted by quantitative analysis (through econometric models) the relationship between PLN and the state budget deficit and assesses the urgency of Indonesian state-owned electricity in order to cover the budget deficit (APBN) and better alternative solutions.
