Abstract

This study aims to determine the implementation of a collaborative relationship between BPJS Health and Hospitals in carrying out the JKN program and the obstacles and efforts to resolve if there is a problem between the hospital and BPJS Health in carrying out the National Health Insurance program. This research method uses descriptive type of research, this research approach method employs an empirical juridical approach, while the source and type of primary data and secondary data, data collection methods used in literature studies and field studies. The data analysis method used in this study uses the Qualitative Descriptive analysis method. The results showed that the implementation of the work relationship between the Hospital and BPJS Health covers the legal basis of the cooperation agreement between the hospital and BPJS Health according to the employee, the Head of BPJS Health Services Referral Unit Surakarta based on Presidential Regulation Number 12 of 2013 which became the basis for the implementation of the cooperation in the JKN program, Regulation of the Minister of Health Number 71 of 2013. The substance of the Cooperation Agreement between Hospitals and BPJS Health includes. The mechanism of the Cooperation Agreement between the Hospital and the Health BPJS is the Central BPJS and the PERSI Center. Constraints and efforts include the Disbursement System claims from BPJS not on time. The solution is to improve, increase the quality and quantity of good HR. As well as conducting deliberations between the two parties between the BPJS verifier team and the hospital verifier team. The lack of understanding of patients regarding hospitalization without using referrals from FKTP, efforts made specifically for emergency cases of JKN patients can immediately go to the hospital without having to go through FKTP referrals first.
