Abstract
This study aims to identify economic sectors that have the potential to be seeded in Semarang district in 2012-2016 and to analyze patterns of changes in economic structure in Semarang district by using the Esteban Marquilas shift-share analysis tool. The shift-share technique describes the performance (performance) of the sectors of a region compared to the performance of the national economy (the wider area above it). Semarang Regency as one of the districts in Central Java province, has many economic potentials that can be seeded. The superior potential of the Semarang district can be seen from the sectoral performance of the GRDP. Based on the results of shift-share analysis Esteban Marquilas, in general, all economic sectors in Semarang regency for the 2012-2016 period have positive performance, so development priorities can be made, starting from sectors that have the potential to be ranked first in the manufacturing sector, second in the sector construction, the three agricultural sectors, the four trade sectors, and the five education services sectors. Changes in the pattern of economic structure show a symptom of the pattern of structures towards the modern economy without leaving the primary sector. Thus the potential sector needs to be maintained and improved so that it can be used to stimulate and improve other sectors that have not been maximized.
