Abstract
The outsourcing system work agreement consists of several parties including outsourcing workers, service provider companies and service user companies. Outsourcing workers tie themselves with service providers in the form of agreements where outsourcing workers work for service providers but the placement of work areas is in the work area of companies that service users who previously tied themselves to service provider companies in the form of outsourcing labor supply agreements with these companies.This study examines the application of the principle of balance in the outsourcing system work agreement in RSUD Surakarta. The research method used is descriptive research with a doctrinal approach (normative). The results of this study conclude that the principle of balance has not been fully applied in the outsourcing system work agreement in RSUD Surakarta. There are several service providers that do not make written agreements with outsourced workers. Regarding the working relationship between outsourcing workers and service providers in RSUD Surakarta, it should be for the sake of law to turn into a working relationship between outsourcing workers and employer companies, namely RSUD Surakarta because it is not in accordance with the provisions of Article 59 of the Manpower Act as stipulated in Article 66 (4).
