Abstract

School Based Management (SBM) is the delegation of authority and responsibility in school management from the central government to the school level. Authority and responsibility include aspects of HR management, management of maintenance of infrastructure and facilities, management of school budgets, and management of school monitoring & evaluation. This study wanted to know the performance and responsibilities of the government, schools and school committees in managing schools. This study has a purpose. 1. To describe the performance of the school committee in implementing SBM in management. 2. To describe the performance of the School Committee in the implementation of SBM in the field of Teaching and Learning (KBM). 3. Describe the performance of the school committee in implementing SBM in the field of community empowerment. This research is a descriptive study to describe the phenomenon and the context of the performance of the school committee in implementing SBM. The approach used is a case study. The focus of this study answers the question "how" the performance of school committees in implementing SBM in the fields of management, infrastructure and community empowerment. The results of this study 1) The performance of the school committee in implementing SBM in the field of management has been carried out, but it has not been optimal due to the limited time, funds and Human Resources of the members and administrators of the school committee. 2) The performance of the school committee in the teaching and learning field in general has not been as expected, because the school committee had trusted and fully submitted the KBM business to the school. 3) The performance of the school committee in implementing SBM in the field of community empowerment has been carried out by realizing real work that can be enjoyed by students, but still needs to be improved.
